世田谷区では「世田谷区子ども条例」を改正し、「世田谷区子どもの権利条例」として令和7年4月から施行しました。

条例の名称に「権利」という文言を追加し、すべての子どもが周りの大人に大切に守られ、勉強したり遊んだりすることや、自由に意見を言ったり自由に表現することができる社会づくりを目指します。

この条例改正にあたり、実際に子どもや若者を集めた会議を何度も何度も行って、「一人ひとりが笑顔で自分らしくチャレンジできるまち」という目標にたどりつきました。
また、「子どもの権利条約」にある4つの一般原則に加え、子どもたちが考えた、特に大切にしたい権利が、第5条から第9条にかけて、16個規定されました。
一つ一つの言葉に、子どもたちの思いが込められています。

1人の子どもの周りに、5-8人の大人がいて支えられる環境が理想であると言われます。子どもの声や思いにしっかりと向き合い、彼らが日々の生活で幸せを感じられるよう、サポートしていきたいと思います。

子どもたちと一緒に作成された素敵なパンフレットが、多くの子ども・若者や、彼らの周りの大人に届きますように。

Today is Children’s Day in Japan.

Setagaya City revised the “Setagaya City Children’s Ordinance” and put it into effect as the “Setagaya City Children’s Rights Ordinance” in April 2025.

By adding the word “rights” to the name of the ordinance, the city aims to create a society in which all children are carefully protected by the adults around them and are able to study and play, freely express their opinions.

In revising this ordinance, the city actually held many, many meetings with children and young people to arrive at the goal of “a town where each and every child can take on challenges in his or her own way with a smile.”
In addition to the four general principles of the “Convention on the Rights of the Child,” 16 rights that children thought were particularly important were stipulated in Articles 5 through 9. Each of the words contains the thoughts and feelings of the children.

It is said that the ideal environment is one in which 5-8 adults are around each child to support him or her. We would like to support children so that they can feel happiness in their daily lives by being attentive to their voices and thoughts.

I hope that this pamphlet, created together with children, will reach many children and the adults around them.
